A Sad Remnant of Imperialism and Colonialism
I wrote a long post on the background of Quebec’s “Language Laws.” The post is too long and language laws will not yield a positive result. If a new language law is passed, Anglophones are perturbed, and many leave Quebec, which hurts Quebec. Several Quebec Anglophones are the descendants of United Empire Loyalists. The Eastern Townships of the province of Quebec were given to them. It became their home.
In the 19th century, the British Empire was at its apex. So, Thomas Babington Macaulay recommended that the language of higher instruction in India be English. His policy, called Macaulayism, spread to other British colonies. Thomas Babington Macaulay was a fine man, but Britain’s success in accumulating colonies led to a belief that English was a superior language. One can understand Thomas Babington Macaulay’s belief, but it is not necessarily accurate. Macaulay was a product of his time.
I would recommend that language laws be abolished and that anglophones study French. However, if the teaching of French became compulsory, anglophones may think their rights and values are scorned. Quebec has bilingual areas. The Eastern Townships of Quebec are bilingual, and many Montrealers are anglophones. Bill 96 further restricts the use of the English language in these areas. Business must be carried out in French to a greater extent and more documents issued by the government of Quebec will not be available in French. Restrictions also include medical care, which is very personal.
As well, Bill 96 affects francophone students. French-speaking Québécois often enrol in an English-language Cégep to learn English. Cégeps offer a two-year programme following secondary school. Access to English-language Cégeps will be restricted.
The number of students in English-language CEGEPs, as a proportion of overall students, can’t be higher than it was the school year before and cannot surpass 17.5 per cent of the overall student population in Quebec.
When New France fell to Britain, at the Treaty of Paris, 1763, its governors were directed to assimilate the French, but it could be that they could not assimilate the French. The Act of Union (1840) was a purposeful attempt to assimilate the French, but Robert Baldwin and Louis-Hippolyte LaFontaine built a bilingual and bicultural Province of Canada. However, John A. Macdonald favoured schools where the language of instruction was English, “uniform” schools. French Canadians had to remain in Quebec to be educated in the French language. Therefore, immigrants and refugees who arrived in Canada, the prairies mostly, attended “uniform” schools or schools where the language of instruction was English. This created an imbalance that may not change, and which is reflected in Quebec’s controversial language legislation. The term “uniform” is not mine, but it was used in the literature I read.
So, John A Macdonald minoritised French Canadians. Quebec was the only province where French-speaking Canadians could be educated in French. Therefore, Quebec passes language laws that irritate its anglophone citizens, which summarises the “Quebec” question. The governments of other Canadian provinces do not pass language laws. The English language is not a threatened species and French can be learned at school. Finally, minority language rights are protected by the Canadian Charter of Rights and Freedoms.
The Charter of Rights and Freedoms
Section 23 of the Canadian Charter of Rights and Freedoms deals with minority language rights. One has the right to be educated in French, but numbers count. A school will not be created for a handful of French-speaking Canadians, but
[t]he school is the single most important institution for the survival of the official language community, which is itself a true beneficiary under section 23 of the Charter (Arsenault-Cameron at paragraph 29; (CSF de la C-B 2016, at paragraph 367).
I will publish my long post, but the above suffices. In my opinion, language laws deepen the rift between francophones and anglophones. The alternative to language laws is bilingual education. Anglophones could encourage their children to learn French. Learning a second language benefits a child. However, anglophones cannot be compelled to have their children educated in a language other than English. It will not work. Ideally, one should wish to know French.
French is one of Canada’s two official languages, which does not mean that every Canadian should know the two languages. But Quebec anglophones cannot ignore Canada’s officially bilingual and bicultural status. I no longer want to hear someone boast that his or her nephew or niece studied at Bishop’s University in Lennoxville, Quebec, or a Montreal university and managed not to learn a word of French. One does not boast about such a relative. Failure to learn French while living in Quebec is not an achievement. I took courses in musicology at Bishop’s University. It’s a fine school.
Harvard University will now offer a course on francophonie. This, I believe, is a step in the right direction. A similar approach could be offered in Quebec’s English-language universities. It may lead to an understanding of Canada’s Official Languages Acts.
Yes, anglophones in Quebec have a right to live in English. I suppose that during the decades I lived outside Quebec, I also had the “right” to speak French, but English was my everyday language. In Antigonish, Nova Scotia one speaks English. Fortunately, I was a university teacher of French, which allowed me to express myself in my mother tongue.
Let me quote Lord Durham (John Lambton, 1st Earl of). John Lambton was asked to investigate the Rebellions of 1837-1838 and to present a report and recommendations. He wrote the following:
I entertain no doubts as to the national character which must be given to Lower Canada; it must be that of the British Empire; that of the majority of the population of British America; that of the great race which must, in the lapse of no long period of time, be predominant over the whole North American Continent. Without effecting the change so rapidly or so roughly as to shock the feelings and trample on the welfare of the existing generation, it must henceforth be the first and steady purpose of the British Government to establish an English population, with English laws and language, in this Province, and to trust its government to none but a decidedly English legislature.

Reserves and Residential Schools
Pope Francis was in Canada for six days on a reconciliation mission. He has now returned to the Vatican.
In 1876, a few years after the Canadian Confederation (1867), the government of the Dominion of Canada passed the Indian Act (1876). Amerindians had to live on Reserves, and their children were forcibly taken to “Residential Schools.” The goal of Residential Schools was to assimilate native children into Euro-Canadian society, which, according to Prime Minister Sir John A. Macdonald, required withdrawing them from the Reserves where their parents, “savages,” lived. The children were to be put in “central training industrial schools.”
When the school is on the reserve the child lives with its parents, who are savages; he is surrounded by savages, and though he may learn to read and write his habits, and training and mode of thought are Indian. He is simply a savage who can read and write. It has been strongly pressed on myself, as the head of the Department, that Indian children should be withdrawn as much as possible from the parental influence, and the only way to do that would be to put them in central training industrial schools where they will acquire the habits and modes of thought of white men.

Missionnaries in New France: conversions & acculturation
According to the documents I have read and supplied, the story of Residential Schools begins in New France. At first, I did not understand how residential schools originated in New France. I now believe the reference to New France is about its missionaries. Conversion to Christianity was a form of acculturation. But the French married Amerindians.
However, legislation transforming Amerindians into Euro-Canadians precedes the Indian Act of 1876, but it was not implemented. A list of relevant legislation is included in the Indian Act of 1876 (precursors and amendments). Therefore, by 1876, after Canadian Confederation, the ground was laid for the Indian Act. The Province of Canada (1841-1867) passed the Gradual Civilization Act of 1857, but the Gradual Enfranchisement Act of 1869 followed Canadian Confederation (1967). The Indian Act of 1876 differed from earlier legislation because it was imposed rather than negotiated. Treaties were negotiated.

Children who lived in Residential Schools were to be assimilated into the dominant Euro-Canadian culture. First, they were not allowed to speak a native language. If they did, they were punished. As a result, they viewed their language as inferior to Euro-Canadian languages, mainly English, which was a devaluation of their person.
The assimilation of native children into Euro-Canadians was objectionable, but abuse, including sexual abuse, was devastatingly harmful. These children had been separated from their parents and had no one to go to, so it was all too easy for the staff of Residential Schools to use their wards to gratify sexual urges unpunished and remorselessly. Sexual abuse is an egregious invasion of one’s privacy.
In fact, neglect alone can cripple a child. No one looked after these children if they had a headache, toothache, flu, or chapped lips. Many died and were buried in unmarked graves as though they had never lived.
On the plane taking him back to Italy, Pope Francis spoke of a “genocide.” The Pope had not used the word “genocide” when he was in Canada, but on the plane, looking back, the word came to his mind. There had been a genocide, and most schools were administered by the Catholic clergy. Children were born in Residential Schools. What happened to these babies? As noted above, neglect during childhood may harm a child permanently. Moreover, after Confederation, many indigenous women were forcibly sterilised. It also became easy to lose one’s status as an indigenous. A list of policies can be found under the Indian Act of 1876. However, the Indian Act itself aimed to eliminate Amerindians, and many died.

Phil Fontaine has been a leader in the movement that ended Residential Schools. Phil Fontaine negotiated a massive settlement for the victims of a major violation of human rights. Canada’s Indigenous population used the Royal Proclamation of 1763, the appropriate document. When Nouvelle-France fell to Britain, citizens of the Thirteen Colonies and would-be settlers rushed west with land grants. Chief Pontiac and other Amerindians push them back. Pontiac’s War was merciless and understandably so. Jeffery Amherst was attempting to spread smallpox, and disease that could have eliminated North America’s aboriginals. George III of England created a large reserve to protect Amerindians and settlers. Canada’s natives are using the Royal Proclamation of 1763 to validate their claims. That document is entrenched in the Constitution of 1982.
Phil Fontaine is
[a]n advocate for human rights, and a survivor of residential school abuse, Fontaine’s crowning achievement to date is the residential schools settlement. At $5.6 billion in individual compensation, Fontaine negotiated the largest settlement in Canadian history – for the largest human rights violation in Canadian history – arising out of the 150-year Indian residential school tragedy. A Truth and Reconciliation Commission was established to compensate survivors and initiate a new and healthy relationship between natives and the nations that settled in Canada.
Between 2007 and 2015, the Government of Canada provided about $72 million to support the TRC's work. The TRC spent 6 years travelling to all parts of Canada and heard from more than 6,500 witnesses. The TRC also hosted 7 national events across Canada to engage the Canadian public, educate people about the history and legacy of the residential schools system, and share and honour the experiences of former students and their families. An Act of Charity
Although most Residential Schools were administered by Catholics, Pope Francis did not have to come to Canada on a penitential mission. Residential Schools were created by John A. Macdonald’s government. However, Phil Fontaine and other Amerindians went to the Vatican to invite him, and Pope Francis, who understood the importance of travelling to Canada, accepted the invitation. He recognised the wrongs committed by the Catholic administrators of Residential Schools. He apologised everywhere he travelled and used the word “genocide” to describe a tragedy.
The Pope is the leader of the Catholic Church, yet he spoke directly and informally with people who have suffered immensely. He mingled with Canada’s Natives and its Métis people, which was more than a formal apology. Pope Francis may have played the most significant role in a process favouring a dialogue that would lead to reconciliation. It was to that end that Canada established a Truth and Reconciliation Commission. There simply could not be a more exemplary gesture than Pope Francis’s visit in a process called Truth and Reconciliation. The Pope, an older gentleman losing his mobility, apologised humbly in the name of the Church and he showed compassion. We witnessed an act of charity.
In the 19th century, many Euro-Canadians would have looked upon North American natives as “savages” who should be civilised. However, Canada did not begin in 1867. The French would not have survived without the help of Amerindians. They provided snowshoes and canoes to the legendary voyageurs. The French could not otherwise harvest furs, New France’s gold.
The way Sir John A. Macdonald implemented Confederation was a throwback to the Age of Discovery. He acted like a conquistador. Canada’s indigenous population, its “savages,” were sent to Reserves, and their children were forcibly taken to Residential Schools. However, Sir John A. Macdonald lived in the 19th century. At that time in history, the British Empire was the mightiest. Britain’s might led to concepts such as the “rights of Englishmen” and considerable self-entitlement. Cecil Rhodes wanted to paint the world “red,” the Empire’s colour and India‘s Thomas Babington Macaulay favoured instruction in the English language. It was called Macaulayism. I cannot think of a nobler and more charitable mission than Pope Francis’s visit to Canada. Canadians were blessed.

An Analogue
In India, Thomas Babington Macaulay (1900-1859) advocated a system of education consistent with Britain’s in nearly every way, including the training of teachers and the use of English as the language of instruction:
India's Macaulayism, by which indigenous Indian educational and vocational customs were repressed, included the replacement of the Persian language with the English language as the official language of instruction in all schools, and the training of English-speaking Indians as teachers. We must at present do our best to form a class who may be interpreters between us and the millions whom we govern; a class of persons, Indian in blood and colour, but English in taste, in opinions, in morals, and in intellect. To that class we may leave it to refine the vernacular dialects of the country, to enrich those dialects with terms of science borrowed from the Western nomenclature, and to render them by degrees fit vehicles for conveying knowledge to the great mass of the population.

Less than two weeks from now, Canadians will celebrate what is viewed as their birthday. In 1867, the Province of Canada, future Quebec and Ontario, and two maritime provinces, Nova Scotia and New Brunswick, confederated. This year, Canada’s birthday follows the passage of language laws in Quebec. Bill 96 was voted into law on 24 May 2022 and took effect on 1st June. It has generated controversy, so details cannot be revealed accurately. English-speaking Quebecers will lose “rights.”
In earlier posts, I noted that Canadian Confederation eliminated instruction in the French language in Canadian provinces outside Quebec. One often reads that Confederation ended Catholic public schools, but the French were Catholics. They were the product of French absolutism, a form of centralisation demanding that the French speak one language, practice one religion, and be governed by one king: Louis XIV. After the fall of Nouvelle-France, the French language and devotion had waned in a province that would later be described as “priest-ridden,” but remedies were at hand.
First, the Quebec Act of 1774 restored former Seigneuries, and Catholics had to pay tithe (la dîme) to the clergy, which “habitants” protested. However, the Quebec Act allowed French-speaking Canadians to enter the civil service and run for office without renouncing their faith. Second, England asked the bishopric of Québec to welcome émigrés priests. Fifty-one (51) priests travelled to the former New France (See French immigration in Canada, The Canadian Encyclopedia). I have mentioned l’abbé Sigogne in an earlier post. L’abbé Sigogne was an émigré priest who worked in Acadie, the current Nova Scotia. He was rather harsh on Acadians, his flock, but very loyal to Britain, the country that spared him the guillotine. He spoke English and befriended Thomas Chandler Haliburton. After the French Revolution, Lower Canada also welcomed a few émigrés families and Count Joseph-Geneviève de Puisaye attracted forty people to York, north of the current Toronto, Upper Canada. Émigrés priests revitalised waning Catholicism in the former New France and they founded colleges (Séminaires). Many graduates of these colleges became priests. Others usually entered a profession. They were lawyers, notaries, medical doctors, and teachers. The majority of graduates were conservative, but higher learning often leads to liberalism. (See L’Institut Canadien, Britannica.) Liberal-minded graduates of colleges opposed Ultramontanism, but ultramontanism remained the dominant ideology in the province of Quebec until the late 1940s. It ended with the publication of Refus global (1948), a manifesto written by artists, and the Asbestos strike (1949). Refus global and the Asbestos strike were the turning point.
Throughout the 19th century, as industries developed, the Church in Quebec recommended compliance on the part of workers. So, factory workers, including the Irish, lived on a small salary and were not promoted. In the eyes of the clergy, living in poverty could guarantee salvation. Jansenism exerted considerable influence in Quebec. The more one suffered, the better.[2] However, during the Asbestos strike, the archbishop of Montreal, Joseph Charbonneau, sided with the strikers, some of whom were severely beaten. This had not happened before. Monseigneur Charbonneau was “exiled” to Victoria (B. C.), by Quebec Premier Maurice Duplessis. Monseigneur Charbonneau died a year before the beginning of Quebec’s Quiet Revolution, la Révolution tranquille.
According to Raymond Tanghe[3], Canadian Prime Minister (1896-1911) Sir Wilfrid Laurier tried to pass a motion favouring a degree of tolerance regarding instruction in the French language. Sir Wilfrid Laurier‘s motion was defeated and Sir Charles Tupper called for an election. Priests told Quebecers not to vote for Liberal candidates (the party). If they did, they would commit a “mortal sin.” Rome ruled in favour of a separation between Catholicism and politics.
Let us return to Confederation (1867). To a vast extent, Quebec’s language laws stem from John A. Macdonald’s categorical refusal to allow the creation of “separate” schools, i.e. French-language instruction outside Quebec. However, Quebec had not entered Confederation unreservedly. It was allotted a province where French-speaking Canadians could maintain their language and their faith, which Québécois remember. Moreover, an alliance with Britain could preclude annexation by the United States. Living in the British Empire promised safety and the prospect of election to the Assembly. Confederation would stretch Canada from sea to sea, a lovely vision. Railroads were being constructed.
However, in 1867, when British North America became the Dominion of Canada, several anglophones, many of whom were former citizens of the Thirteen Colonies, still entertained such notions as the Rights of Englishmen.
During the late 18th century and most of the 19th century, the British Empire was at its zenith, which reinforced placing the British in a superior position. The Rights of Englishmen was a concept that could justify seeking independence from Britain, the motherland. The American Revolutionary War (1775-1783) created the independent United States of America, a republic. However, the same motivation, the Rights of Englishmen, could lead the inhabitants of the former Thirteen Colonies to move to a British Colony where they expected to be treated as Englishmen. United Empire Loyalists left the United States to settle in British North America where they were given large lots:
The Crown gave them land grants of one lot. One lot consisted of 200 acres (81 ha) per person to encourage their resettlement, as the Government wanted to develop the frontier of Upper Canada. This resettlement added many English speakers to the Canadian population. It was the beginning of new waves of immigration that established a predominantly English-speaking population in the future Canada both west and east of the modern Quebec border.
As of Canadian Confederation (1867), Quebec would have French-language and Catholic Schools, as well as English-language Protestant schools. But as immigrants settled in other provinces, they had to attend non-confessional English-language schools. Outside Quebec, most French-speaking Canadians were assimilated. Sir Wilfrid Laurier, then prime minister of Canada, oversaw the “addition” (The Canadian Encyclopedia) of Alberta and Saskatchewan to Confederation. The only compromise he could reach was the Greenway-Laurier Compromise (Manitoba), which wasn’t much.
The Laurier-Greenway compromise was a regulation on schools named after Canadian Prime Minister Wilfrid Laurier and Manitoba Premier Thomas Greenway. This compromise came after the adoption in 1889 of the notorious Official Language Act, which made English the sole language of Manitoba government records, minutes, and laws. Other laws abolishing French in all legislative and judicial spheres followed, leading to the disappearance of Catholic schools.
The Laurier-Greenway compromise contained a provision (section 2.10) allowing instruction in a language other than English in “bilingual schools,” where 10 or more students in rural zones and 25 or more in urban centres spoke this language.
Thomas Greenway would be the Premier of Manitoba in 1888, three years after Louis Riel‘s execution on 16 November 1885. Thomas Greenway had been a friend of Sir John A Macdonald in the earlier years of his career. He
is remembered, however, for the elimination of minority educational rights for Roman Catholics; the MANITOBA SCHOOLS QUESTION dominated provincial and federal politics during his years as premier. He remained leader of the provincial Liberals until his election as MP for Lisgar in 1904.
The MANITOBA SCHOOLS QUESTION migrated to provinces other than Manitoba and it resulted in a mostly unilingual Canada. In fact, the “schools question” became “la question du Québec,” the Quebec question. As I noted above, immigrants to Canada who settled outside Quebec were educated in “uniform” schools, or schools where the language of instruction was English. Therefore, outside Quebec, most Canadians were anglophones. This created a malaise in Quebec and this malaise led to both the Quiet Revolution and the establishment, by Prime MinisterLester B. Pearson, of a Royal Commission on Bilingualism and Biculturalism (19 July 1963-1969).

to inquire into and report upon the existing state of bilingualism and biculturalism in Canada and to recommend what steps should be taken to develop the Canadian Confederation on the basis of an equal partnership between the two founding races, taking into account the contribution made by the other ethnic groups to the cultural enrichment of Canada and the measures that should be taken to safeguard that contribution.
The Commission was co-chaired by André Laurendeau, publisher of Le Devoir, and Davidson Dunton, president of Carleton University. The Commission recognized, officially, that Canada was a bilingual and bicultural country. Canada’s founding nations, other than its First Nations, or Amerindians, were France and Britain. The work of the Commission led to the Official Languages Act of 1969. However, its findings could not justify the creation of French-language schools across Canada. These were created in Acadian communities and in certain districts. During the century separating Confederation (1867) and the Official Languages Act (1969), Canada became a largely English-language country. Yet, in the 1970s, French immersion schools were created, as well as summer immersion programmes. English-speaking Canadians also formed an influential association: Canadian Parents for French.
Bilingualism has its advantages. It can lead to a fine position in the Civil Service, in the Military, in the Royal Canadian Mounted Police, and elsewhere. I taught French to civil servants. At first, some expressed reticence. French was being “thrown down their throat.” Two weeks later, or by coffee break, these students enjoyed learning French.
History could not be rolled back, but the Official Languages Act of 1969 was a blessing. It recognized that Canada’s founding nations, other than its First Nations, were France and Britain. However, French-speaking Canadians had been recognized earlier. Governor James Murray refused to assimilate Britain’s new subjects and, as noted above, Sir Guy Carleton negotiated the Quebec Act of 1774 which restored the Seigneurial System. Habitants would work for their seigneur and provide tithe (la dîme) to the clergy. The Test Act was no longer required for an applicant to join the Civil Service or to run for office as a member of Parliament. The arrival of the United Empire Loyalists in British North America changed matters. So did Confederation. French-speaking Canadians were a minority and most lived in Quebec.
Quebec’s Language Laws
Five years after the passage of the Official Languages Act of 1969, Quebec Premier Robert Bourassa‘s Liberal Government passed Bill 22. In 1974, Quebec declared itself a unilingual province. In 1977, Quebec passed Bill 101, the Charter of the French language. Bill 101 dictated unilingual posting and the enrolment of immigrants in French-language schools. English-speaking Canadians of British ancestry could be educated in English-language schools. Other English-speaking Canadians could not. (Education is a provincial portfolio.) Bill 22 did not please English-speaking Montrealers, nor did Bill 101. Many anglophones left Montreal and Toronto gained status. Moreover, Quebec’s language laws often affected the life and the career of French-speaking Canadians living outside Quebec. These individuals had to explain Quebec and compensate for language laws. Teachers had to create French-speaking Canadians. Besides, where would immigrants find refuge? Most immigrants are seeking a peaceful environment. During WW II, several French-speaking European royals lived in Quebec.
Bill 22 and Bill 101 created tension, and so did Quebec’s two referendums on sovereignty: the 1980 Referendum (20 May 1980; defeated by a 59.56% margin) and the 1995 Referendum (30 October 1995; defeated by a 50.58% margin). The first referendum took place four years after René Lévesque‘s Parti Québécois was elected (1976). Both referendums proposed sovereignty (independence), but the wording of the 1995 referendum included a reference to a “partnership” with Ottawa:
Do you agree that Québec should become sovereign, after having made a formal offer to Canada for a new economic and political partnership, within the scope of the Bill respecting the future of Québec and of the agreement signed on 12 June 1995?
I wish Sir John A. Macdonald had not created the “schools” question. Sir Wilfrid Laurier might have been able to support the re-introduction of French as a language of instruction had the French not linked language and faith inextricably. But I doubt that religion played as important a role as the language of instruction:
Despite Macdonald's reluctance, Manitoba entered Canada as a province. English and French-language rights were safeguarded in the new legislature and the courts. Protestant and Roman Catholic educational rights were protected, but the right to education in either English or French was not.(See Manitoba and Confederation, The Canadian Encyclopedia.) As you know, I spent forty happy years in English-language provinces and had decided never to return to Quebec because of disputes between anglophones and francophones. I knew I could not survive in such a climate. Truth be told, I am not doing very well.
Canada’s two founding nations were separated for a century to the detriment of French-speaking Canadians and Canadian unity. How would French-speaking Canadians save their language? Quebec passed language laws, and these have generated acrimony. I have heard Canadians express pride because a family member was educated at an English-language Quebec University without learning French. Anglophones can live in Quebec without using French. The Eastern Townships is a bilingual region of Quebec because it was settled by United Empire Loyalists. My grandfather, who was born and raised in the Townships, could not speak a word of French. However, Quebec’s language laws erode what English-speaking Canadians view as their rights. As for Québécois, they monitor the survival of the French language, which they view as their right. They pass abrasive language laws. Quebec is a unilingual province inside a bilingual Canada.
It could be that such a notion as the Rights of Englishmen had survived in the collective memory of Quebecers of British origin. As for French-speaking Canadians, I would not exclude the negative consequences of being “conquered.” They may look upon themselves as a defeated people.
I have a photocopy of Hubert Aquin‘s article entitled L’Art de la défaite, published in Liberté, 1965. Aquin writes that the Rebellion of 1837-1838 is irrefutable proof that French Canadians are capable of anything, including stirring up their own defeat.[4]

Robert Baldwin and Louis-Hippolyte Lafontaine built a bilingual and bicultural Canada. English-speaking and French-speaking Canadians are compatible and equal. English-speaking Quebecers do not have to learn French. Fortunately, many anglophone Canadians have attended and still attend a private French school or are sent to a French school in Switzerland. Enrolment in a private school can be costly. These individuals have “grace.” I’ve known many and married one.
He argues that Canada's complex national identity is made up of the "triangular reality" of the three nations that compose it: First Peoples, francophones, and anglophones. He emphasizes the willingness of these Canadian nations to compromise with one another, as opposed to resorting to open confrontations. In the same vein, he criticizes both those in the Quebec separatist Montreal School for emphasizing the conflicts in Canadian history and the Orange Order and the Clear Grits traditionally seeking clear definitions of Canadian-ness and loyalty. Isn’t it possible to study French or English at school, as a second language? It is not that old-fashioned an idea. After all, Quebec managed the Pandemic in both French and English.

I have been in Magog, very close to Sherbrooke, but despite the effort, I have not been able to complete a post on Quebec’s Language Laws. The muscles of my left arm are still very sore, which keeps me away from the computer. Moreover, I have been taking medication. It affects one’s concentration.
I wanted to write a post about Quebec’s language laws. Such an endeavour is a little ambitious. I may, however, express my main thoughts.
Unfortunately, to a very large extent, the language laws that bedevil Canadians to this day are the result of John A. Macdonald‘s refusal to allow the children of French-speaking families to be educated in the French language outside Quebec. Bilingualism in Canada ended at the time of the Confederation. Although we cannot determine to what extent Canada would have been genuinely bilingual, there can be no doubt that had children been educated in French outside Quebec after Confederation, more Canadians would have been bilingual. Immigrants to Canada learned English.
Therefore, it could be argued that Prime Minister A. J. Macdonald created the Quebec “question,” and put French-speaking Canadians on the defensive. Quebec’s first nationalist was Pierre-Stanislas Bédard. Bédard founded the Parti Canadien and, in 1806, he founded a French-language newspaper: Le Canadien.
So Quebec uses laws to maintain the French language. I do not think these laws serve a purpose other than deepening the rift between French-speaking and English-speaking Canadians. But the arrival in future Canada of thousands of United Empire Loyalists (UEL) had changed the demographics of Britain’s new colony in North America and had also led to the Constitutional Act of 1791. The Constitutional Act divided the former Province of Quebec into anglophone Upper Canada and the mostly francophone Lower Canada. Should the two Canadas be united, Canadiens could be assimilated.
The two Canadas were united in 1840, but the Premiers of the Province of Canada, Robert Baldwin in Canada West and Louis-Hippolyte LaFontaine in Canada East fashioned a bilingual Canada. John Ralston Saul has written a fine book on Robert Baldwin and Louis-Hippolyte LaFontaine. I agree with John Saul that Canada was born before 1867, the year four provinces were confederated.
As we have seen in earlier posts, it appears that John A. Macdonald sewed the seeds of a long conflict. In 1867, the year four Canadian provinces entered Confederation, the population of the Red River Colony, a territory bought by the Earl of Selkirk, consisted of an equal number of French-speaking and English was a bilingual and multicultural location. Once the Métis moved to Saskatchewan in search of river lots, the Red River Colony ceased to be bilingual.
Other than the Red River Colony, and, earlier, the great ministry of Baldwin and LaFontaine, we have no model of a bilingual and multicultural community. Confederation rolled back Canadian history to the Age of Discovery when explorers claimed as theirs the territory they had “discovered” and displaced or destroyed the people living on the newly-discovered territory.
By 1848, the “great ministry” was granted the responsible government Canada had sought since the Constitutional Act of 1791. I agree with John Ralston Saul. Canada was born long before 1867.
John A. Macdonald took his inspiration for shaping Canada from the increasingly large and successful British Empire. He, therefore, subjected Canadians to an Age of Imperialism. Yet, in 1774, under the Quebec Act, the French in Canada governed themselves and did not have to include a religion when pledging allegiance to their new Monarch. As noted above, matters changed with the arrival in the current Canada of United Empire Loyalists. Their world was British. In the case of John A. Macdonald, the world spoke English and consisted of Orangemen.
Although one cannot read into the future, one can suppose that Canada would have grown into a more bilingual and multicultural land had John A. Macdonald created equality between provinces. We are uncovering the body of Amerindian children molested in Residential Schools and we are facing the probable passage of yet another language law: Bill 96, An Act respecting French the official and common language of Quebec.

French-speaking Canadians have a right to protect their language. It has been made into the language of a threatened minority by John A. Macdonald, a Father of Confederation who was a narrow-minded and prejudiced member of the Orange Order. French-speaking Canadians find their origin in one of the world’s finer cultures.
I oppose language laws. They are the business of accountants. Yet, as distasteful as they are, language laws exist because of persons such as Air Canada CEO Michael Rousseau who, in early November 2021, addressed the Montreal Chamber of Commerce in English only. The Quiet Revolution occurred in the 1960s and the Official Languages Act (Canada) was passed in 1969. Yet, more than half a century later, in 2021, there are CEOs such as Michael Rousseau who have yet to realize that Canada has two official languages.
How long will it take for the CEO (PDG) of senior corporations to acknowledge the bilingual status of Canada, the country they inhabit? And how long will it take for the truth to be told and understood? French-speaking Canadians outside Quebec were not given the opportunity to be educated in their mother tongue. They may have been destined to be a minority, but they were also forced into that position. John A. Macdonald himself separated Quebec.
I am a bilingual Canadian and my ancestry is diverse: European, British and Amerindian. During the course of my career, I have worked as a University Teacher of French and have served as President of the Canadian Association of University and College Teachers of French, l’APFUCC.
Members of l’APFUCC teach French but they do not, to my knowledge, advocate universal bilingualism in Canada. However, French-speaking Canadians expect respect on the part of English-speaking Canadians and so do English-speaking Canadians on the part of French-speaking Canadians. That is a minimum.
Language Laws
Let me state again that I oppose language laws, but I also bemoan the arrogance Air Canada CEO (PDG) Michael Rousseau displayed in early November when he addressed the Montreal Chamber of Commerce in English. He ignored the Official Languages Act (Canada) of 1969.
Michael Rousseau’s mistake does not justify putting language laws into place, nor do John A. Macdonald’s prejudices, but both cases show why Quebec passes language laws hindering rather than promoting knowledge of French in Canada, which is sad.
Michael Rousseau is a lost cause, and it seems there are too many Michael Rousseaus: arrogant, insensitive, etc.
Would that Confederation had not separated the people of Quebec from other Canadians, but we have to play with the hand we are dealt. Why didn’t monsieur Rousseau invite a French-speaking Canadian to join him when he addressed the Montreal Chamber of Commerce? It would have been courteous. More importantly, why did the executive of Air Canada, the largest airline company in this country, not take into account that Canada is an officially bilingual country and accommodate this reality. In Canada, French is not a foreign language.
Would, moreover, that French-speaking Canadians devoted more time to promoting in Canada a richer brand of French, it goes both ways, despite the odds. The world speaks English.
We cannot undo the past, but the future is for us to determine, which we can do humbly…
Canadians have honoured Sir John A MacDonald for a very long time. However, statues of John A. MacDonald are being put in storage and one, perhaps more, has been vandalized. He was a father of Confederation, if not the Father of Confederation. So, what happened?

First, as we have seen in earlier posts, when Canada grew westward, the White population settled on land they had appropriated from Amerindians on the basis of “conquest,” a disgraceful leftover from the “age of discovery.” Moreover, as we have also seen in earlier posts, Rupert’s Land, which Canada bought from the Hudson’s Bay Company, did not include settled land, such as the Red River Settlement, bought by the Earl of Selkirk, and lands inhabited by Amerindians.
Quebec
As for Quebec, it seems it was drawn into a Confederation that also excluded it. John A. Macdonald was an Orangeman, a fraternity that was inimical to Catholics and the French. The people of Quebec could not be educated in French outside Quebec. Waves of immigrants arrived who would live in provinces other than Quebec and be educated in English. We have already discussed the school question.
However, recognition occurred 102 years after Confederation (1867) when English had become the language spoken outside Quebec. The French had been in North America since 1534.
Conclusion
In short, what of such concepts as nationhood and the rights afforded conquerors and, first and foremost, what of Canada’s Confederation? If Confederation demanded that the children of Francophones be educated in English, outside Quebec, their children were likely to be Anglophones. So, what of Quebec nationalism. Separatism is usually associated with Quebecers, but it isn’t altogether québécois. Not if the children of French Canadians had to be educated in English outside Quebec and not if immigrants to Canada were sent to English-speaking communities.
Sir George-Étienne Cartier was pleased that Quebec would remain Quebec. The population of Quebec would retain its “code civil,” its language, its religion, and its culture while belonging to a strong partnership. He may have been afraid.
However, Canada has a new constitution, the Constitution Act of 1982, which Quebec has not signed.

However, although they may be the very devil, I would hesitate to put The Royal Canadian Mounted Police on trial. In my life, they have done what the police is supposed to do: to protect and to serve.

In fact, the killing of George Floyd has led to accusations, resignations, dismissals, or a form of revisionism. Some of these are convincingly justifiable, others, less so. There can be no doubt that there are rotten apples in nearly every basket, but although racism is a serious problem in the United States, I could not extend the term “racist” to every American. Too many Americans oppose racism for me to generalize. Moreover, Barack Obama, an African-American, was elected to the Presidency of the United States and proved one of its finest presidents.
I nevertheless researched the topic of Aboriginals in Canada and Blacks in Canada. However, this post is about the indigenous people of Canada. It cannot go further. It is about Amerindians after Confederation and the “purchase” of Rupert’s Land from the Hudson’s Bay Company, chartered in 1670. In Wikipedia’s relevant entry, by virtue of the Royal Charter, Rupert’s Land, which was bought by the first four confederated provinces of the future Canada, could not include territory already settled and inhabited by the indigenous people of North America.
Therefore, it appears that, by virtue of the Royal Charter of 1670, the “purchase” of Rupert’s Land by the first confederated provinces precluded settling land that was settled by the indigenous people of North America.
For that matter, could the first four provinces of the Canadian Confederation resettle the Red River Colony? The Red River Colony was established by the Earl of Selkirk who purchased and settled the Colony to give a home to dispossessed Scottish crofters (See Crofting, Wikipedia). However, the Red River Colony was soon home to retired voyageurs, and to several members of the disbanded Régiment de Meuron and De Watteville Régiment. These were Swiss mercenaries and veterans of the War of 1812. The Red River Colony was multicultural and bilingual. It was also home to English-speaking Métis and French-speaking Métis. It was Louis Riel’s Canada, officially bilingual and bicultural, and eventually described as multicultural. But it wasn’t so until the Official Languages’ Act was passed, in 1969. The Red River Colony was bought and settled land.
There are times when “officials” act too quickly, but under the Royal Charter, could the Red River Colony be part of Rupert’s Land? This is questionable. Yet, after the purchase of Rupert’s Land, descendants of United Empire Loyalists rushed west to get land. But it was not a Wild West.
The Royal Canadian Mounted Police was established in 1873 and was first named the North West Mounted Rifles and renamed the North-West Mounted Police. Although Quebec and Ontario have their own provincial police corps, the Royal Canadian Mounted Police is Canada’s national police force, so, as soon as it was appointed, settling west in Canada was policed. But, in a policed Canada Amerindians were nevertheless sent to reservations and French-speaking Canadians had to live in the Province of Quebec because of the Orange Order. Sir John A. MacDonald and three other Prime Ministers of Canada were members of the Orange Order.

I will close by stating, once again, that the purchase of Rupert’s Land was not consistent with the Royal Charter. Officials may not have read the details or may have reached an agreement that ignored the Royal Charter. Land was taken that belonged to Amerindians. They were not given a word to say, nor were the Métis. As for the use of French outside Quebec, the Orange Order (Wikipedia), Orange order (The Canadian Encyclopedia) would not allow it. They had no tolerance for the French and despised Catholics. Four Prime Ministers of Canada were Orangemen. Louis Riel’s Canada was born in 1969, when the Official Languages Act was passed, but Amerindians have lived on reservations, and I wonder whether this arrangement was the best. Confederation was followed by sending children to Residential Schools. Canada’s aboriginals were compensated for the harm inflicted on children who attended these schools.
During the years I taught at Saint Francis Xavier University, a young woman came to talk to me. She was taking a course I taught. She told me she was Amerindian and that she would therefore pass the course. I could not understand what she wanted. In the end, I had to tell her that I did not base grades on race, ethnicity, sex, sexual orientation, religion, etc., but on the quality of one’s performance. She could, however, come to see me, if she experienced difficulties with the subject matter. She could also phone me at the office or at home. I would help.
Before closing, I should note that there is confusion concerning the word “race.” In French, race means “breed” and “race.” In l’abbé Lionel Groulx’s L’Appel de la race(The Call of the Race) race is breed or roots. I never included L’Appel de la race as necessary reading in my classes on French-Canadian literature. However, it is central to what is called “la question des écoles,” French-language schools outside Quebec, an issue one cannot remove from the discussion.
A discussion of the War of 1812, is relevant to both the Amerindian and Métis populations. Individual Amerindian chiefs negotiated treaties with the White. The famous Tecumseh opposed these treaties. He favored a centralized body of indigenous people. Tecumseh was killed on 5 October 1813, at the Battle of the Thames during the War of 1812.
There is/was racism in Canada and there were racial wrongs. Many Chinese died building a rail road across ranges of mountains. Moreover, the Japanese were sent to camps. As for the Indigenous people of Canada, they had a right to their land, and French-speaking Canadians should have been allowed to move west. They faced the school question, la question des écoles, which takes us back to Louis Riel. It is possible that the Royal Charter was amended officially, but I doubt it.
I must read further, but for the time being, I would urge demonstrators to be extremely careful. Covid-19 could kill millions. Demonstrations are very dangerous.

Introduction
Executing Thomas Scott is in fact the worst thing Riel ever did. “Some historians say this was one of Riel’s most fatal errors.” (See Execution of Thomas Scott, A Country by Consent.) It was.
Irish-born Thomas Scott, an Orangeman from present-day Ontario, was captured when he and his party tried to break into Fort Garry, the former Red River Colony and future Winnipeg. He could have been freed on the condition that he leave the valley, but he wouldn’t leave the valley. He was a member of the Orange Order, named after Dutch-born Protestant king William of Orange, anti-Catholics Protestants who looked upon French Canadians as “morally inferior:”
Its [the Orange Order’s] members generally viewed Roman Catholics and French Canadians as politically disloyal or culturally inferior. Some Orange members argued that their association was the only one capable of resisting Catholics who, they believed, were subservient to the Pope’s spiritual and political authority and who were therefore disreputable crown subjects.
As an Orangeman and very anti-Catholic, Thomas Scott repeatedly taunted his captors and threatened to kill Riel.” (See Execution of Thomas Scott, A Country by Consent.) Moreover, Orangemen had a “penchant for violence and secrecy.”
Colonial administrators in Upper Canada/ Canada West were at times thankful for their loyalty and service, and other times disparaged their penchant for violence and secrecy.
One can understand that after Canadian Confederation, Canada’s first Prime Minister, John A. Macdonald, and his government might wish to expand westward. In 1867, the United States had bought Alaska from Russia. Moreover, the United States had developed an ideology, Manifest Destiny (c. 1850), which suggested that Americans “were destined to expand across North America the special virtues of the American people and their institutions, etc.” (See Manifest Destiny, Wikipedia.)
Therefore, John A. Macdonald and his government purchased Rupert’s Land, a vast territory, named after Prince Rupert of the Rhine, who supplied Pierre-Esprit Radisson with a ship, the Nonsuch, that took him near the center of the continent. For men employed by the Hudson’s Bay Company, chartered in 1670, portages were minimized. The HBC’s trading post was York Factory, built in 1684. However, in 1774, the Hudson’s Bay Company built Cumberland House, on the Saskatchewan River, its first western inland post. “Brigades” of canoes would go down waterways to acquire beaver pelts used to make top hats or chapeaux haut-de-forme. At this point, the Hudson’s Bay Company and the North-West Company became fierce competitorsuntil the merger of the two companies in 1821.
This [Rupert’s Land] amounted to an enormous territory in the heart of the continent: what is today northern Québec and Labrador, northern and western Ontario, all of Manitoba, most of Saskatchewan, south and central Alberta, parts of the Northwest Territories and Nunavut, and small sections of the United States.
However, although one can understand Prime Minister John A. Macdonald‘s wish to expand the new Canadian Confederation westward, but he did so without consulting the inhabitants of the Red River Colony, depicted above in Peter Rindisbacher‘s art, many of whom were Métis. The Earl of Selkirk had settled the Red River Colony in the early decades of the 19th century. So, the Colony’s citizens were alarmed because of the influx of immigrants that followed Confederation. New Canadians were moving West in a manner that did not reflect the way the Earl of Selkirk’s had settled the community. (See The Red River Settlement, Canada’s First Peoples and Lord Selkirk’s Grant, CBC.ca) It was located at the juncture of the Red River and the Assiniboine, in modern-day Winnipeg.
When he returned from studying in Montreal, Louis Riel, the grandson of Jean-Baptiste Lagimonière, or Lagimodière, and Marie-Anne Gaboury, noticed that life was changing in the Red River Colony and that it was not changing to the benefit of the Métis, who numbered 10,000. For instance, “[t]he Métis did not possess title to their land, which was, in any case, laid out according to the seigneurial system rather than in English-style square lots.” (See Louis Riel, Wikipedia.) French seigneuries were narrow strips of land on the shores of the St. Lawrence. Given that they were narrow, several seigneuries could be built on each side of the St. Lawrence River. Such a configuration facilitated transportation.
In short, entry of the Red River Colony into Confederation seemed a takeover.
On 20 August 1869, a survey party arrived. On 11 October, the survey’s work was interrupted so, on 16 October, a “Métis National Committee” was formed at which point Louis Riel was summoned by the HBC-controlled Council of Assiniboia and “declared that any attempt by Canada to assume authority would be contested unless Ottawa had first negotiated terms with the Métis.” (See Louis Riel, Wikipedia.) On 2 November, unilingual William McDougall, who had just been appointed Lieutenant Governor of Rupert’s Land and the North-Western Territory, attempted to enter the settlement. McDougall had participated in the purchase of Rupert’s Land. He and George-Étienne Cartier had gone to London seeking funds to purchase Rupert’s Land. Métis “led by Riel seized Fort Garry [present-day Winnipeg].” (See Louis Riel, Wikipedia.) The Métis formed a Provisional Government, the Legislative Assembly of Assiniboia, on 6 December and on 27 December 1869, Louis Riel became its President. On 4 March 1870, 28 year-old Irish- born Thomas Scott was executed by firing squad, but he may have been left to die of his wounds. (See Louis Riel, Library and Archives Canada.)
The execution of Thomas Scott: a mistake
The execution of Irish-born Ontario Orangeman Thomas Scott, on 4 March 1870, is central to an account of the Red River Rebellion and to the fate of French-speaking Canadians in western Canada. Thomas Scott was violent. “He took part in a strike in 1869, for which he was fired and convicted of aggravated assault.” Therefore, he may have attempted to kill Louis Riel. Moreover, “Scott backed the annexation of the Red River Settlement to Canada, and the rest of his life revolved around this conflict. Scott had persecuted many metis, or “Half Breeds” in Winnipeg, and his first town, Ottawa, with a mysterious man named Gnez Noel.” Members of the Orange Order “generally viewed Roman Catholics and French Canadians as politically disloyal or culturally inferior.” (See Orange Order, The Canadian Encyclopedia.)
In fact, colonial administrators were of two minds with respect to members of the Orange Order.

In short, Thomas Scott was not a model citizen. On the contrary. Yet, would that, however “violent and boisterous” he was, 28-year-old Thomas Scott had been spared a death sentence, if only out of compassion. I should think a pardon would have prevented Riel’s own demise and, perhaps, allowed French Canadians to settle west. Thomas Scott was a very young man whom almost everyone would have forgotten, but who would, henceforth, be considered a martyr taken into captivity at Fort Garry, and murdered by a so-called government of ‘Half Breeds.’
Besides, was the Legislative Assembly of Assiniboia a government? In their own eyes, they were. Yet, if French Canadians were “morally inferior,” one would surmise that French Métis, a blend of French Canadians and Aboriginals, at first, were morally inferior to French Canadians. I doubt that the Métis Provisional Government, or the Legislative Assembly of Assiniboia, could be taken seriously and I believe it could not anticipate the impact of the execution of Thomas Scott(The Canadian Encyclopedia). I suspect that for many Canadians, Métis could not form a government.
In fact, it would be my opinion that Riel was very angry, which is the reason he would be committed to an asylum in the mid-seventies. After the Red River Rebellion of 1870, he was elected to Parliament three times, but he was never allowed to take his seat in the House of Commons. It has been suggested that Riel suffered from megalomania, which could be the case, but, first and foremost, he was very angry and had reason to be.
His [Riel’s] mental state deteriorated, and following a violent outburst he was taken to Montreal, where he was under the care of his uncle, John Lee, for a few months. But after Riel disrupted a religious service, Lee arranged to have him committed in an asylum in Longue Pointe on 6 March 1876 under the assumed name “Louis R. David[.]” Fearing discovery, his doctors soon transferred him to the Beauport Asylum near Quebec City under the name “Louis Larochelle.”
The inhabitants of the Red River Colony, the Métis and Aboriginals especially, had a right to their land. It had belonged to the Hudson’s Company Bay since 1670, but colonial powers usurped the land they occupied. As for the Red River Colony, it had also been settled. The Earl of Selkirk‘s family had bought sufficient shares in the Hudson’s Bay Company to acquire the land he settled, but that land have been claimed by the Hudson’s Bay Company, not purchased.
However, the notion that land in North America had been claimed, not bought, was probably lost on John A. Macdonald and his fledgling government. It had been lost on all colonial powers and colonists. By modern standards, it seems legitimate on the part of the European citizens of the Red River to determine their relationship with Canada.
The Red River Colony occupied land that had been bought by Lord Selkirk. One could say that it was not Rupert’s Land. One could argue that William McDougall and his surveyors were trespassing on land bought by the Earl of Selkirk, that now belonged to the citizens of the Red River Colony, the future Winnipeg, which means that the inhabitants of the Red River Colony had rights. Although Bishop Alexandre-Antonin Taché and Hudson’s Bay Company governor William MacTavish, advised caution on the part of John A. Macdonald’s government, the Canadian minister of public works, William McDougall, ordered a survey of the area, he and his men arrived on 20 August 1869. (See Louis Riel, Wikipedia.)
As for John A. Macdonald, at this stage, he was still inexperienced. He therefore purchased Rupert’s Land, part of which belonged to the Red River Colony (Upper Fort Garry) was located, without consulting its inhabitants, which led to the Red River Rebellion. Following the Red River Rebellion, there was little room in Western Canada for Catholics, French Canadians, and Métis. A committee of three travelled to Ottawa:
Riel’s Provisional Government sent Father Noël-Joseph Ritchot a close adviser of Riel’s, Alfred Scott, a Winnipeg bartender, and Judge John Black, to Ottawa to negotiate with the Canadian government.
The news of Scott’s execution arrived ahead of them. John Schultz and Charles Mair, who had both been imprisoned by the Provisional Government for a period of time, were now in Ontario and determined to turn public opinion against Riel.
However, no sooner was the Manitoba Act of 1870 signed than John A. Macdonald, fearing the United States would annex Manitoba, dispatched the Wolseley Expedition (or Red River Expedition) to “restore order.” The Expedition left Toronto in May 1870 reaching Fort Garry, or the Red River in late August 1870.
After a journey lasting three months of arduous conditions, the Expedition arrived at, and captured, Fort Garry, extinguished Riel’s Provisional Government and eradicated the threat of the U.S. being able to easily wrest western Canada from Confederation.
Riel fled the Red River upon the conclusion of the Wolseley Expedition (Wikipedia). During the 1879s, he was elected into office three times, but was never allowed to sit in the House of Commons. After his illness, a nervous breakdown, he went to the United States, worked as a teacher and married, Marguerite Monet,à la façon du pays, and fathered two children. He returned to Canada in 1885, summoned by Gabriel Dumont, he was taken prisoner when Métis were defeated at the Battle of Batoche, Saskatchewan, (in May 1885).
Conclusion
How does one conclude?
Louis Riel attempted to protect land the white man, Europeans, had taken from North-American Indians, Amérindiens. However, Riel made the mistake of condemning Thomas Scott to death, giving a martyr to the Orange Order and pursuing Riel for fifteen years and executing him? The Métis were not recognized as an aboriginal people until the Patriation of the Constitution (The Canadian Encyclopedia), in 1982.
As for the Métis List of Rights(A Country by Consent), recognized in the Manitoba Act of 1870, they were short-lived rights. In 1890, Manitoba passed An Act to Provide that the English Language shall be the Official Language of the Province of Manitoba (See Manitoba Act, The Canadian Encyclopedia). In March 1890, the government of Manitoba “passed two bills amending the province’s laws on education: An Act respecting the Department of Education and An Act respecting Public Schools.” These bills abolished the province’s dual school system: Catholic and Protestant. French-speaking children attended English language schools.
Orangemen disparaged the Jesuits’ Estates Act of 1888 and resented the influx of French Canadian Catholics into Eastern Ontario at the turn of the 20th century. Finally, in the debates surrounding the Manitoba Schools Question and the Ontario Schools Question, Orangemen vigorously agitated against Catholic education because of its ties to the French language.
As for Riel, he was neither a hero or a rebel, but a victim, a victim of colonialism. Amerindians were nomadic, which they could not be after the purchase of Rupert’s Land. Colonial powers gave themselves rights they did not have. Riel was executed for High Treason, after the Battle of Batoche, following the North-West Rebellion(1885).
